The tsunami reached the Maldives at twenty past nine on 26 December 2004, three and a half hours after a magnitude 9.1 earthquake tore open the seafloor west of Sumatra. It crossed the open ocean at over 700 kilometres an hour.
It arrived one to four metres high, modest against the walls that hit Aceh and Sri Lanka, and it killed 82 people. That fraction of the regional toll is why the Maldives barely featured in coverage.
It also destroyed 62% of GDP in a morning, the heaviest relative economic blow of any nation that day. This is what happened, why the geography produced that outcome, and what was built afterwards.
What happened that morning
The tsunami began at 00:58 UTC, when the earthquake struck. The Maldives sits directly in the path of waves radiating west from the Sunda Trench, with nothing between the two but deep water.
That distance mattered less than the seafloor. A tsunami slows and steepens as it climbs a continental shelf, which is what turned the wave into a wall in Banda Aceh. The Maldives has no shelf. The atolls rise almost vertically from abyssal depths, so the wave arrived without the shoaling that generates catastrophic run-up.
What the tsunami delivered instead was a surge: a rapid, sustained rise in sea level that crossed islands averaging 1.5 metres of elevation and simply kept going. Witnesses describe water flowing across islands rather than breaking over them. On low, narrow islands the ocean crossed from one side to the other.
Waves of roughly 1.2 to 4 metres were reported nationwide, with the maximum — about 4 metres — recorded at Vilufushi in Thaa Atoll.
There was no warning of any kind. The Indian Ocean had no tsunami warning system in 2004, and communication with outer islands ran on limited radio and telephone links that could not have carried an alert quickly even if one had existed.
The morning itself, island by island
Accounts from that day describe something closer to a flood than a breaker.
In Malé, water came over the seawall and pushed through the streets of a capital where two square kilometres hold over a hundred thousand people — a density explained in our guide to how many islands the country actually has, and how little land they add up to. Much of the city was inundated to knee or waist height. The capital escaped the worst of the tsunami largely because its lagoon had already been reclaimed, but the images of water running between buildings shaped the national memory of the day.
At the airport, the runway on Hulhulé was submerged and operations halted. That mattered beyond aviation: Velana International Airport is the single point through which relief, evacuation and every subsequent flight had to pass, and the country’s whole transfer network radiates from it.
On the outer islands — from South Malé to the far south — the tsunami crossed low ground from the ocean side to the lagoon side and kept going. Boats were carried inland, harbours emptied and refilled, and desalination plants and generators — always sited near the water — were destroyed within minutes. The speedboats and ferries that link the country were among the first things lost and the first rebuilt.
On resort islands, the picture varied enormously with orientation and reef. Some properties lost jetties, water villas and back-of-house infrastructure. Others reported flooding at ankle height and reopened within days, including properties in Vaavu and Baa.
The variation was not luck. It followed reef structure, lagoon width and which side of the atoll an island sat on — the same geography set out in our complete atolls guide.
The numbers
The scale of the tsunami is best understood in two columns: what it did to people, and what it did to the country.
People. 82 confirmed dead and 26 missing and presumed dead. More than 1,300 injured. Around 21,000 people directly affected — 7% of a national population of roughly 300,000 — with some 12,000 to 15,000 displaced from their homes.
Islands. Of 199 inhabited islands, 190 were affected. Thirty-nine were significantly damaged. Fourteen were evacuated entirely. Electricity failed on 95 islands, water supply on 15% of islands, and jetties or harbours on 25%.
Buildings. 1,847 homes destroyed outright and around 3,500 more damaged, with 5,215 requiring repair and 2,879 needing full reconstruction. 116 of 315 schools were affected. One regional hospital, two atoll hospitals, 19 health centres and 21 health posts were damaged or destroyed.
Tourism. 21 of 87 operating resorts closed, six of them severely enough to require rebuilding.
Agriculture. Saltwater intrusion destroyed roughly half of the country’s cultivated land — a slower disaster that outlasted the water by years, in a country that already imports almost all of its food.
Economy. Total damages of around US$470 million, equal to 62% of GDP, according to the joint World Bank, Asian Development Bank and UN assessment. Real GDP contracted 4.5% in 2005. Reconstruction cost per head was the highest of any country the tsunami touched.
Some later Maldivian accounts put the loss lower, at US$304 million or 35% of GDP, and the discrepancy reflects different accounting of indirect losses rather than a dispute about what happened. Either figure describes a national-scale event.
Why the toll was low and the damage total
Set the two columns side by side and the pattern of the tsunami is clear: very few deaths, near-total economic disruption.
The reefs absorbed the energy. Coral reef systems ringing every atoll dissipated much of the tsunami before it reached land. Researchers studying the event credit the reefs directly, and the Maldivian government’s long-standing reef protection was noted at the time as having paid an unexpected dividend. There was nowhere to be crushed. Low buildings, no high-rise collapse away from the capital, and communities living beside boats. Most deaths were drownings, and many of those were children and elderly people who could not outrun water moving across a flat island.
Everything was in the flood zone. The reason the economic damage was total is that in the Maldives there is no such thing as inland. Houses, schools, clinics, harbours, generators, desalination plants and fishing boats all sit within a hundred metres of the shore because every island is a hundred metres wide. A tsunami that killed relatively few people wrecked essentially all the infrastructure it touched.

The lagoon lesson
This is the finding most worth carrying away, and it comes from Maldivian analysis of why the tsunami destroyed some islands while neighbours were barely touched.
Waves amplified dramatically as they entered the shallower water of large lagoons. An island with an expansive shallow lagoon on its exposed side gave the wave exactly the shoaling ramp the deep ocean had denied it.
Vilufushi in Thaa Atoll had precisely that geography when the 2004 tsunami arrived. It recorded the country’s highest wave, lost 18 people and had its entire population displaced.
Fuvahmulah, which has almost no lagoon — it is a single island forming its own atoll, with a steep drop-off — escaped major damage.
Malé would have suffered considerably worse had so much of the capital’s lagoon not already been reclaimed over the years, removing the shallow water that would have amplified the surge.
That is a counter-intuitive result worth stating plainly: the wide, shallow, luminous turquoise lagoon that defines the Maldives in every photograph is also the feature that turned a surge into a disaster on the islands that had one.
The islands that were never reoccupied
The tsunami emptied fourteen islands completely, and not all of those communities went home.
Kandholhudhoo in Raa Atoll is the case that defined the recovery. The island was overrun, declared uninhabitable, and its entire population evacuated. They spent roughly four years dispersed across eleven atolls while a new home was built for them on Dhuvaafaru, an uninhabited island in the same atoll, purpose-constructed with housing, a school and a harbour.
The community moved into Dhuvaafaru in 2009, five years after the tsunami. Sixteen years later, people still speak about the island they left, and some have declined to change the permanent address on their identity cards.
That detail is worth sitting with. Relocation in the Maldives is not an abstraction about future climate migration. It has already happened, to a specific community, within living memory, and it worked in the engineering sense while leaving something unresolved.
Vilufushi took the opposite path. Its population was displaced for years while the island was rebuilt with international support. The British Red Cross built housing, the German Red Cross rebuilt the health centre and Australian aid funded infrastructure. The reconstruction plan tripled the island’s size through reclamation, adding coastal protection and designated evacuation points on raised ground.
It is now expanding again: reclamation for an airport with an 1,800-metre runway began in late 2025.
What happened to the visitors
Around 12,000 tourists were in the country that morning, spread across resorts from North Malé to Ari.
The immediate response was improvised. With the airport closed and 21 resorts unable to operate, guests were consolidated onto properties that still had water, power and kitchens, then flown out as capacity returned. Resorts across Kaafu took in guests from damaged islands elsewhere.
Tourism then collapsed for a season. Arrivals fell sharply through 2005, including the December peak that normally carries the year. The sector providing most of the country’s foreign currency, the subject of our guide to money in the Maldives, contracted at exactly the moment reconstruction needed funding. Real GDP fell 4.5%.
Recovery was faster than expected. Resorts rebuilt, arrivals returned within about two years, and the industry resumed the growth that has since taken it past two million visitors annually.
There is an uncomfortable footnote. International aid to the Maldives was modest relative to the destruction, partly because the death toll looked small beside Aceh and Sri Lanka, and partly because a country of resorts does not read as a disaster zone. Per head, its reconstruction bill was the highest of any affected nation.
What the country built afterwards
The tsunami produced institutions the Maldives did not previously have, and most of them still carry its name in their founding documents.
The National Disaster Management Centre was created for the first time in the country’s history, in the immediate aftermath, and became the foundation of long-term disaster risk management.
The Indian Ocean Tsunami Warning System was established across the region from 2005, giving the Maldives the alerting capability whose absence in 2004 was total. Sirens, evacuation protocols and designated assembly points followed on many islands.
The Safer Islands programme, which predated 2004, acquired new urgency. It consolidates populations onto larger, better-defended islands across atolls from Huvadhu to the Nilandhe group, with harbours, protection and services — a policy that also serves sea level adaptation, and one reason the count of inhabited islands keeps drifting downward.
Coastal protection became routine across Kaafu and every other atoll. The rock revetments and breakwaters visible on inhabited islands today are largely a post-2004 phenomenon, and they carry the trade-off described in our sea level article: they hold a shoreline in place and stop the island rebuilding itself naturally.
Reclaimed, elevated land became the flagship answer. Hulhumalé sits about two metres above sea level, roughly twice the height of Malé, and the far larger Ras Malé project is raised two to three metres.

Is it safe to go now?
Yes, and the question deserves a straight answer rather than reassurance.
Tsunamis in the Indian Ocean are rare. The 2004 tsunami was the first of its scale in the basin in recorded history, generated by one of the largest earthquakes ever instrumented. The Maldives sits far from any plate boundary and generates no seismicity of its own.
Warning now exists. The regional system provides hours of notice for a distant-source event, which is what 2004 was. Three and a half hours passed between the earthquake and the wave reaching Maldivian waters — ample time to move people, had anyone known.
Resorts and islands have protocols. Assembly points, siren systems and staff training are standard, and evacuation points on raised ground exist on rebuilt islands. Ask at check-in the way you would locate a fire exit, whichever atoll you have chosen.
The everyday risks are different ones. Drowning in reef currents, dive accidents and the distance to a hospital — the subjects of our safety guide — are the real hazards a visitor faces, and none of them is dramatic enough to make the news.
What to do if a tsunami warning is issued today
Unlikely, and worth knowing, because the instinctive response is wrong in a place with no high ground.
Go to the designated assembly point. Rebuilt islands have them, usually on raised ground, and resorts have protocols and trained staff. Ask at check-in.
If there is no assembly point, go up. The upper floor of a concrete building is the practical option on an island where inland does not exist. On inhabited islands the mosque, the school or a multi-storey guesthouse is usually the tallest structure.
Do not go to the beach to look. The receding water that precedes a surge is the most reliable natural warning there is, and people who walk out to see it are the people who do not come back.
Follow staff instructions rather than your own judgement. Boat crews and resort teams train for this and know their island’s geography.
Keep your phone charged and reachable. Alerts are issued by the Maldives Meteorological Service, and a working local connection is more useful than resort wifi during a power interruption.
None of this is a reason to hesitate about visiting, any more than a fire drill is a reason not to sleep in a hotel. It takes two minutes to learn on arrival day and then requires nothing further.
Where the memory is kept
The Tsunami Monument stands on the eastern seafront of Malé, a cluster of steel spheres and pillars representing the islands and the lives lost. It is worth ten minutes on any late-arrival overnight in the city. It is a short walk from the ferry terminal and takes ten minutes to visit, which makes it a reasonable use of a transit afternoon in the capital.
26 December is marked nationally each year as Tsunami Remembrance Day, with particular weight on the islands that lost people.
On rebuilt islands the memory of the tsunami is in the layout: the raised evacuation ground on Vilufushi, the planned grid of Dhuvaafaru, the revetments on shorelines that used to be beach.
Visitors on a guesthouse island such as Maafushi will meet people who were there. It is not a topic to raise casually, and it is not a secret either — if it comes up, most Maldivians speak about it plainly.
Why this history matters to the climate argument
The 2004 tsunami was not a climate event. It is, however, the only full-scale demonstration of what happens when the sea crosses the Maldives, and it shaped every institution the country now relies on for slower threats.
Three lessons from 2004 carried forward.
Reefs are infrastructure. They absorbed the wave in 2004 and they absorb ordinary swell every day. That reframes coral bleaching as a coastal defence problem, not only an ecological one.
Elevation is the only real protection. Every major adaptation project since — Hulhumalé, Vilufushi’s raised ground, Ras Malé — is fundamentally about building land higher than the land the country was given.
Relocation is possible and costly. Dhuvaafaru proved a community can be moved and rehoused. It also showed what that costs in something other than money, which is worth remembering whenever relocation is proposed as a tidy answer to sea level rise.
